It sounds to me like you have not yet input your licensing to the new computer and are running Personal edition rather than Professional edition- the features you described are not available in Personal edition.

If you have your license key, and you're licensed to use Professional on this computer, you should be able to input your license and upgrade to Professional- the license key with be a 20-digit number and can be input by opening Inspire, going to Help-About (Or Activinspire-About on Mac), and selecting Register.
