I tried the following
Login to server & client using the mentioned user names
Server -> Administrator
Client1 -> User1
Client2 -> User2
Installed ActivInspire & ActivDriver on Client2.
ActivControl2x64.exe and ActivMgr.exe started in Client2 for User2 ..
Task manager in Server shows processes ActivControl2x64.exe & ActivMgr.exe running for User2
ActivBoard connected to USB of Client2. ActivManager in Client2 detected the ActivBoard.
On Client1 system (user1), there was no ActivBoard connected. I started ActivManager and status was "1 Device found", showing the ActivBoard connected through Client2 system. The ActivControl2x64.exe on Client1 system does not start.
On the whole, found that from Task manager. there is only one instance of ActivControl2x64.exe being run in the server (be it started from client1 or client2 or server) and there can be multiple instances of ActivManager running.
Though ActivBoard is connected to USB of Client2 & ActivControl2x64.exe is started from Client2 system, the ActivPen works as mouse for the Server. The VGA card of Client 2 was connected to Projector and displayed, but movements of ActivPen reflects on the server.

Please let me how ActivPen was used on Student login sessions in your setup.
