Yes, the question manager would be included with any install of Activstudio. It's not something we provide or host or support any longer, but if you still have your disc or an old install file you can certainly run from there. Correct, if you use this tool you will create a .flp flipchart, which can then be opened in Activinspire.
I'd first and foremost recommend if you do not have a file of this name to reinstall Activinspire using the link on Planet as this should be part of a normal install. If this does not resolve, as a convenience I've linked below to the templates folder as a resource pack; if you import this using file-import-resource pack to shared resources in Actvinspire, you should be in good shape.
