This issue you are experiencing sounds like it could be related to the profile you are currently in.
To see what profile you are currently using, please press the icon from this you should get the profile options. If you select "Authoring" does all the correct layouts appear for ActivInspire?
If your still experiencing an issue, if possible, please could you attach a screenshot of your ActivInspire so we could have a look at?
