I think you're looking for the New Flipchart button (Which is different from design mode). I'm not sure whether you're in Activinspire Primary or the actual old Activprimary software. Please if that's not what you're looking for can you give us a better description of what you're looking for, if this is it, please check what version of the software you're running.
If Inspire, you can do a few things including modify your toolbar to include that tool, but the easiest will probably be to go into the main menu, go under File, and select New Flipchart. You can also select this option in the Dashboard (F11). Alternately, if you want to go back into Studio mode, there is a checkbox on the Dashboard under the Configure section to do this.
If you're running Activprimary, let us know though the best thing would probably be to revert to the newer software, Activinspire, and set it to the Primary look and feel as needed.
